OK, found Cloning Facility Operation (requirement to operate a Clone Vat Bay I)
Cloning Facility Operation Rank 10, Intelligence, Memory Science 5, Biology 5 Needed for use of the Clone Vat Bay module. Special: Increases a Clone Vat Bay's maximum capacity by 5 clones per skill level.
